Initially, Manhunt 2, developed by Rockstar, was effectively banned worldwide due to its Adults Only rating. However, the ESRB recently lowered the game's rating from to Mature in the US, allowing its release this Halloween.
Now, officials have discovered that there is no way outlaw the sale of a videogame in the Netherlands. The laws allow for the government to prosecute retailers who sell the game to minors, but the courts cannot ban a game outright.
Hirsch Ballin, the Dutch Justice Minister, stood strong on his decision:
"The current law is based on the principle that every adult is considered capable of deciding for himself which games he wants to play, unless it contains illegal material," said Ballin.
The game will be released on October 31st, 2007 in the US but remains banned in countries including the UK and Germany.

It think it sould be up to the buyer to decide what he or she wants to play. If the game got a AO raiting then let us decide. But i also understand that some kids go way too far to blame video games for there own darn problems. Thats where parenting is a question. < I'm not trying to blame anyone! But as a kid once my self; it was a GAME/entertaiment. If you dont understand the differents between games and real life then you need some help. Stop wecking our game industry to get out of your problems.

The Dutch Minister is right, every adult is capable to decide for themselves. Merchants need to ensure that age id is required upon purchase. They do it with other adult vices.
They need to take that mentality and put that into play when taking lots of games into consideration. Too bad how they are still banning this game in certain regions....aren't we all capable of making good decisions? Well....

Games like this should be strictly prohibited for children, the same as movies. It does put some moral onus (if not legal) on the merchant and then ultimately the parent. Good parenting goes a long way in preventing incidents, but admittedly parents can't be everywhere. Hopefully parents have guided their children to good values and common sense. Some of the movies out there have had unfortunate outcomes as well. It is a price of freedom or liberty for that matter.

stop complaining its banned and its over and done with, however i seriously think if they put AO or Mature 17+ they need to enforce it on games like this don't ban them because parents buy it for their kids, i think retailers should inform the dumb oblivious parents that when buying a game like this for their kid, it has some serious content not recommended for peopl under 17. Most retailers just "advise" not forwarn people which is why the gaming world is like this.

Why ban the game.If you are retarded enough to kill somebody in real life because you killed someone in a game,then it isn't the games fault,I really think that parents should take responsibility for their bad parenting and not blame a game,because last i checked,parents can decide what their children should play.It ia like knowing that your child is addicted to some drug and then letting him/her take it right in front of you.Retailers do have a responsibility too,but not nearly as much as the parents.
@Ryoma: the game did not make the kid kill his friend, the kid did it himself, the game didnt make him do it. thats no reason to have stricter rules. also i believe they should beable to have unrated games, like they have movies, movies look alot more real and movies have more of an effect on a kids choice to do something stupid, since alot of movies have famous people in them that they look up 2. ESRB needs to change how they rate games! my parents always bought me M rated games, they knew i wouldnt do anything stupid just because of a game. I cant wait until Manhunt 2 comes out!
Western countries should at least allow sales in porn shops and that way only Adults can buy them. Banning something outright is crazy. People have a right to decide for themselves what is appropriate. If Manhunt 2 was sold at the local XXX Shop Id go in and grab one.
